Over the past decade, Latin America and the Caribbean has become an increasingly important destination for sustainable capital flows. Green, social, sustainable and sustainability-linked bonds issued by sovereigns, development banks and corporations, together with climate funds, blended finance vehicles and foreign direct investment in renewable energy, green hydrogen and critical minerals, have placed the region at the center of the global energy transition. Its endowment of lithium, copper and other strategic minerals, its renewable energy potential and its biodiversity make it indispensable for global decarbonization. Yet this boom carries a deep tension: a significant share of these flows is directed toward extracting the resources demanded by the transition in the Global North, reproducing a primary-export pattern that some have called “green extractivism”, with limited value added, mounting socio-environmental conflicts and local territories bearing the costs. The energy transition can be a development opportunity for the region, or a new cycle of dependency.

Seizing that opportunity requires aligning the region’s financing needs with the institutional constraints that condition how investment actually takes place.
